[Adapt] Upgraded to MediaWiki 1.21.3

I enabled four extensions to improve your experience using our wiki.

Cite — useful for writing summaries of papers
Vector — modern MediaWiki theme, you can enable it at http://adapt.seiee.sjtu.edu.cn/~wiki/index.php/Special:Preferences#mw-prefsection-rendering
WikiEditor — useful if you are not familiar with wiki syntax, you can enable extra features at http://adapt.seiee.sjtu.edu.cn/~wiki/index.php/Special:Preferences#mw-prefsection-editing
SyntaxHighlight_GeSHi — syntax highlighting of code snippets, e.g. <syntaxhighlight lang="python">…</syntaxhighlight>
